No, the game doesn't do that. Anyway, this behavior is not set in the game itself, it is decided by the particular mission's author.
Usually a mission will offer you the chance to stop digging at around 70%, if you choose to continue you must take out 90% of the dirt. On a big excavation that can take 2 hours for a single player. If you don't plan your dig carefully and are not skilled enough you may never complete it.
