How do I get the gravel?

In the tutorial, they want to get the gravel, I can't seem to get the gravel? How do I do that?

Use the small excavator and the flatbed drive to the gravel plant and

1.) put the truck near the gravel pile
and use the small excavator to load gravel from the pile.

2.) drive under the silo down by gravel pile and it should activate.
