you have settings that take more performance not give it.
Texture filtering - Negative LOD bias: Clamp = set this to Allow
In fact, set everything back to defaults and in the game itself set shadows to low, and anti-aliasing either off or to FXAA.
If you haven't already, check the Geforce Experience app and see waht it suggests for your card.
I have tried to do what you said but it didn't help.
(Setting Negative LOD bias to Allow and anti-aliasing to both of and FXAA)
I have allready tested the Experience app but it says that i don't have geforce gtx 680 or higher so i can't optimize the game because i only have gtx 560 ti.
I have also tried to play the game with default settings but i don't get higher than 20fps.

And i'm going to wait untill they fix this problem.... if they ever do. But i would be happy for more tips.

What are your other in-game graphics settings?
Yes i have below the minim specs (the graphic card) and yes i can play but only below 20fps.
I have everything on lowest exept resolution, i have also disabled V-sync and stretch.
I know it sounds crazy but I can swear it fixed the stuttering for me.
I was changing gear and stuff and decided to try one of the outfits (those which give Arno a complete set of clothes over whatever equipment he's using). I immediately noticed a performance increase in the game's menu (which is really kind of laggy depending on which screen you're on). Well when I went back to the game it was running smooth as butter (about 35 FPS and stable), no hint of the stuttering which was driving me crazy. I have an i5 4670, 8 GB RAM and a GTX 660.

As FXAA only takes away 1 fps compared to no AA, this doesn't do much or anything.
"override AA Settings" doesn't work in the nvidia CP, the game still has no AA when i disable it and uses FXAA when i enable FXAA with the same picture quality and fps.
btw:
- disablepagefilecheck
on command line parameters gives me stutter, so don't use this "tweak" on this game.
i guess we can all just wait for patch 4, as i can't find any way to improve fps right now in any way with driver control panel or other tweaks.
If someone has achieved, I beg you to help me, I beg, I give up short letter if it works, I NEED TO PLAY THIS GAME!
i get 5 fps less without oc (25-55fps), but it's quite playable for me in decent quality.
i hope patch 4 will give me 5fps more, so i don't have to OC the gpu.
I wouldn't run above FXAA for anti-aliasing fi you have anything less than a good SLi setup or a GTX 980 or AMD equivalent.
So this is what Got my ACU to 30 FPS. Which is Kind of nice
Get the latest AMD Driver( 14.12 Omega) this is just to improve the game's Stability over all.
2ndly Turn off the AntiVirus and Keep away from Afterburner Or Fraps. I know this might sound stupid but Ive tested it and it worked for me. so I hope this works for you as well.
