"Time of Day" locked.

I've hardly ever played this game but I cam back to it last night and noted that the 'Time of Day' setting is locked. Why is this and how do I unlock it?

I believe this feature is generally locked if you are in a main mission or some restricted areas, as they are intended to be set at specific times. Could this be why you're not able to change it?

Possible. I wasn't on a main mission when I tried to set it. Thanks for the support and also for a great game.
