Thanks for reaching out, sorry to hear your first experiences with the game are poor.
Do you still have this customisation issue after verifying the game's files[ubi.li]?

I don't know if I understand it correctly, but if you chose an "outfit" it will visually overwrite all the other fashion choices like hood, chest etc. If you unequip the outfit again your character should wear your selected pieces.
Some outfits are available early on when you first start the game depending on what version of the game you own and also with some of the Ubisoft Connect automatic unlocks.
The rest of the clothing may need to be purchased from within the game or by collecting certain items within the game.
Equipping an outfit will overwrite your current clothing selection.
