So unfortunately it's not a bug, it's just the way the earlier games were built. It is technically possible to modify the setting in-game through a memory hack but only in the Uplay version of the game.
Hey! The version you have is the Steam version as advised by blank. Would you be able to provide us with some screenshots of what you see in-game please so we can look into this.

For reference, here's the hex that's modified in ACU.exe. So you can use Notepad++ with the Hex Editor plugin to search and change the values.

is modified to
db 90 90 F3 0F 10 05 B6 A5 C4 00
Like I said, to me that just looks like it increases the hard-coded LOD configuration.
We are unable to advise on the use of cheat engines or hex editors to edit game files, as we don't condone the use of this software in case it stops the game from working altogether, but thank you at least for providing an alternative workaround. Glad to hear you were able to finish the game.

The game is the uplay version
I can't advise on the hex editing, since we'd generally recommend against it. However, I did want to reiterate Ubi-Sigma's advice on this, which was our troubleshooting guide[ubi.li]. In particular from the guide, please make sure you are running the game with administrator rights, you've verified the game files, you've got your graphics drivers and Windows install fully updated, and you don't have any background programs which could interfere with the game.
If the issues persist after those steps, it'd be useful if you could give me a bit more information - how the issues look in-game, when it happens (for example, during specific activities or actions?), what in-game graphics settings you have selected, and your system specs. I'll have some further troubleshooting ideas you can try if I have this information

I've had both Unity and Syndicate since launch, Albeit on Uplay not Steam, And both suffer from draw distance and LOD issues even maxed out on high end PC's, Just type in Unity/Syndicate LOD/draw distance, There are hundreds of pages of people on various sites and forums with the same problems, Low res textures not that far away from the character, It's quite immersion breaking when you climb up to the top of big ben in Syndicate and you see cardboard buildings everywhere or the shapes of buildings even at street level in the fairly close distance with no actual detail, Same goes for Unity.
This isn't something that can be fixed by users troubleshooting, This is something that can only be fixed by developers as we do not have the tools required.
Pass it on to the proper department, I and many others have been waiting for multiple years for an actual fix from Ubisoft and not just more lip service from customer support... Sit some devs down and get them to take a look at Unity and Syndicate please.

Thanks for reaching on and sharing your feedback - we're happy to pass this on, however as development has ended for both Assassin's Creed Unity and Syndicate, with no future updates planned, it is very unlikely development will be reinstated for these titles.
