Yes, as this thread inside the "Players Support" sub-section of this forum clearly shows Ubi$oft's aware of the Assassin's Creed: Unity's (AC:U's) servers issue and they're currently trying to fix it...
Unless you open an Ubi$oft's "Support" site ticket for this issue[www.ubisoft.com] you'll never know for sure.
Being the alternative constantly opening AC:U to see if you've got either side activities appearing to you and or being able to open and/or join a Co-Op mission without it taking more than a couple of minutes to search.
Your choice It up to you to decide on how you wish to act. Either to remain oblivious or simply take part of the movement to show Ubi$oft how displeased you are with their current customers/players careless handling. Your choice, tough.
