Can I cap my FPS?
I've tried setting different refresh rate values and enabling v-sync but it does not cap my FPS, is there any way, mods or launch commands for me to cap my FPS?

Try to put all the graphics on low and advanced graphics and vsync off, with this settings for me its capped at 60 and its verry good

My computer's more than capable of running the game, to a point where it runs at 120fps at ultra settings at 1440p. How ever, I don't need this many frames at a game that isn't a first person shooter, this is a comparatively slower, less reflex-based, more forgiving experience. I'd much rather play at 60-80fps and not have my computer fans scream as they try their hardest to churn as many frames as they can.
