"A Dash of Poison" Murder Mystery Bug Help!

Okay so I am trying to obtain the spear you get for solving this murder, so I looked up the location to start it. I have found that you have to go to this alley and find a dead woman which starts the mission.

I have gone to this exact spot, but there is no woman. I have restarted the game as well as come back after some exploring and still nothing.

Any idea if this is a bug? Or is there something I have to do first for the woman to spawn?

just taking a guess here, but i don't think all investigations are opened right away. I think some open after talking to the guy in the jail cell after solving an investigation. He usually says something like "there's a body somewhere" and I think it opens up another one.

Yeah I figured it out. You have to go by the jail first and go through that cut scene of the warden asking to help solve murders
