How to get higher locksmith skill?

So some chests say that I need higher locksmith skill to open them. How do I get it?

And btw, the game runs well over 30fps on my gtx660 medium graphics

How do you even access the skill tree? They forgot to include an option as far as I can tell so your game just peters out when you don't have high enough skills to continue.
