The Phantom blade is a different weapon to the hidden blade and has ammunition like the crossbow and other guns. Think of it as a wrist crossbow like daud's in Dishorned if you've ever played that.
If they took away dual take downs it would be a step back for Assassin's Creed.
Also, there is another gameplay video which showcased co-op gameplay, and he dual assassinated 2 targets in high profile, so he kind of grabbed the guy on his right in an elbow lock, stabbed the guy on the left, and spun around and slit the other guy's throat on the right.
