Try installing to C or system drive. This fixed it for me.
A Google search turned up the result that you should edit your ACU.ini file and change the refresh rate from e.g. 120Hz (in my case) to 60Hz manually.
I did that and the game immediately started working again. Here's the weird part: The game actually automatically changed the refresh rate back to 120Hz but it still kept working. Well, I'm not going to complain about that one... ;)
Anyway, if anyone has a problem launching the game, I would suggest to give the *.ini file editing a try and change your refresh rate to see if it helps you get back in the game.
P.S.: Of course, this will most likely not help in case of outright data corruption as reported by @O Nonos ths Nyxtas in a previous post but it may be worth a shot if you just get a freeze or a black screen or other problems loading into the game.
Tried all the other work arounds (limit cpu to 90%, core counts, lower settings, refresh to 60hz only etc.) none fixed the issue.

It worked smoothly on free roam to me, but on certain missions/coop missions i was having major lag and sometimes even crashes, for that open the game and taskmanager, right click on ACU.exe and "Go to details", right click again on ACU.exe and set CPU Affinity up until CPU 5 or CPU 7 (uncheck everything else that is not CPU 0 to CPU 5 or 0 to 7), this will limit the amount of cores the game can use, for me only leaving CPU 0 to CPU 5 worked the best.
YOU'LL HAVE TO SET THIS EVERYTIME U OPEN THE GAME, (there are ways to make a script for this but i don't know how :p)
