Steam's recommended specs are also often not super reliable, for a number of reasons.
But your distant textures looking like clay is the game's bad LOD. This is apparently a limitation of DirectX.
There is this mod on Nexus - https://www.nexusmods.com/assassinscreedunity/mods/121
The mod requires CheatEngine which is a bit annoying, so every time you want to play you need to enable the LOD fix via the steps mentioned on the mod page.
For me, the mod fixes the issue with distant buildings, but NPCs in crowded areas are a little buggy/low detail until up close.
So yeah, sadly there's no easy fix.
I just remembered, there is also this mod - https://www.nexusmods.com/assassinscreedunity/mods/285
Which forces the game render via Vulkan & not DirectX, which gets around the limitation I mentioned above. But looks like it requires more work to setup. I haven't tried this yet.
Edit: Looking at the comments under Posts tab for this mod, there are conflicting reports on whether or not it works well. It sucks but you'll need to research/test a little to see what will work best for you.
