Increase your level to play this mission

I just started finally playing this recently and I think I've done pretty much every "one diamond" mission (Monk's murder case file, got the elixir for the fortune teller lady forgot her name, a couple other missions), the main one that's next is two diamonds and it's giving me a warning to increase my level by buying things etc... Every vendor seems to just have "consumables". How am I supposed to level up so I can continue the missions. Do I have to run around to each vendor to figure out which ones will sell equipment so I can "level up".

Have to be honest not really liking this whole leveling up thing so far, I kind of liked just being able to keep playing without worrying about this garbage like the previous games in the series.

Nevermind, I just played the next mission anyway even thought it said
"High Level" and to "Upgrade your character"

I can now actually upgrade my character... kind of slilly for it to insinuate that I shouldn't be playing that mission yet when it's the thing you have to finish before you can actually do what they are suggesting before.. you know.. playing that mission..

i played many missions so far that it said were too high for me.....so just go for it and play them anyway
