pisces enigma bug? spoilers maybe

cant get the pisces enigma to trigger. i know i havent accidentally started it because the entry is not in the database and it doesnt show up on my map. i can use the eagle vision and i can see the mark on the roof but i cant trigger it at all.

anyone else having trouble here?
