Can't Change Language From English to French

So I got this game with the express intention to play it in French. When I go to the options menu>sound>change language English is the only available option.

A quick look through the files shows .pck files for all the major languages.
sounds_fre.pck
sounds_fre_install_1.pck
sounds_fre_install_2.pck
sounds_fre_install_3.pck
sounds_fre_wrld_media.pck

Yet there is no option to change the language.

When opening localization.lang in notepad I see this text:

㼤~ጤĮ

What gives? I'm not playing this in English, damnit.

go in setting and change the language steam in french =)

I already had French as a secondary but even after setting it as primary there is no change in game. I have uplay installed and it's set to French as well. Maybe if I uninstalled the entire 45 gig game and reinstalled it after setting French as primary but that's a stupidly complicated solution. I even have all the videos in FR saved in the game directory but for whatever reason the languages are not making it into the game itself....

Anybody know what to do?

[ChunkToLanguages] has nothing beneath it, whatever it means

and

localization.lang=3 (I'm trying putting a few diff numbers to no avail)

I just restarted my computer (first time since install of game) and magically I can switch languages. I'm not complaining, except, I am.... Because I wasted two hours.

OH WELL.
