Cull the Herd Question?

For the necrophage cull of the herd it gives +2 food per citizen for every pacified village in your region, and so my qeustion is

Does the +2 food just contributes to my food without me placing a citizen on it or does it mean when I place a citizen on it that citizen works an extra +2 food? :p just not too sure.

As far as I can tell, +2 anything per citizen refers to the number in the top row of your citizen placement window, ie. you'll have to actually place them there.
