Help cant make privateers

I need to capture a city as the Roving Clans but no matter what I try I cant make the privateer army I need to do so.
I got the techs for it Freelance Guards(unlocks Privateers) and Mercenry Market but I cant make a privateer army. Can someone please tell me in a simple step by step method of how to do it.

They can only be formed from neutral units such as minor faction ones I believe. Obviously, otherwise they would still be able to see whose it are just by the unit design.

I know that I brought minior faction units from the market place and can only make normal army.

Move it out from town first.

1. Research the Tier 3 (Tier 2 for Roving Clans) tech that unlocks privateers.
2. Buy units from marketplace and turn them into army.
3. Move them outside of your cities (They're neutral - duh. If they were in your city the owner would be obvious) and then press the privateer button.

Where the button it not showing and I got the tech.

They need to be on your territory also. Is there no button or is it inactive?

I managed to get it to show up now that I saved and reloaded.
