After creating a wall on a city, I can't move my units out of the city. How do I open it?

only walls i have seen is when im sieging a enemy city or an enemy is sieging my city... so what do you mean with building a wall on a city (is it yours or an enemies? )

mine. I built a wall (can't remember what the improvement is called) for my capital. Now no unit can go in or out of the city.

That's called a siege.

Which units are you trying to move and is there any enemies near your city?

You can't build 'walls' only new city expansions.
