Is the +3 Dust per pop on city not working?

For the past several games I've played as the Drakken. I've set this due to dust problems. Yet my dust is not rising at all..

Turn 54 I set the Economy thing to the +3 Dust per pop. option on the economy and population option. My Dust was sitting at +1

Turn 55 Dust is still sitting at +1.

Turn 56+ Dust is still sitting at +1.

The dust + isnt changing at all, and I'm getting no bonus's from it. Been this way since I started playing again.

It's not strictly +3 per population. It's +3 per worker you assign to dust production. So if you don't assign any workers to dust production you won't get anything from that empire plan.

yeah, it increases how productive your workers can be.
