Report a translation problem
you can expand city with boroughs.
if you found your city at the edge of your region you cannot expand over to other region.
so to take those pacified villages you have to build and send a settler over that region and use it to create a new city.
enable FIDS view (f default) and carefully choose the location, being in same region is enough you don have to be exactly near the villages.
if youa re having trouble seeing regions zoom out and mouse over map. it will 'pulsate' the borders of region you are mousing over.
