That's a good way to get a lot of xp, but I'm not sure about the fast part. It's not going to be practical until tier 4.
Getting xp turns 1-20 (normal): Explore ruins and parley with villages. You'll get your starting hero to level 2 or 3 this way.
Turns 21-40: Pacifying villages with an army. You'll get your hero to level 3-5 this way.
Turns 41+: Waging war on your neighbors. Against high difficulty AI, you'll get to at least level 9 this way. Against normal AI or human players, you won't net quite as much xp, not enough units to kill.
Turns 60+: Faust's suggestion becomes practical.
This. Got a newly hired hero at level 4 to Level 31 in one turn that way. Had to buy out a bunch of stockpiles, but 27 levels in one turn. Sick.
