as for the second, no idea, I was pretty disappointed myself
They mentioned concessions had to be made for players to play the map without DLC.
Also: It seems to be a map that you just play to explore how the original approximation Auriga looks like, and imagine how the power dynamic would play out between nations on the map.
Personally: The map can certainly use more balance, like splitting up some regions in order to not cripple certain factions, making the tiles better match the cultural affinities of the canon factions that start on them, etc. But I'm not gonna put a gun to the Devs heads to do it, since it seems like they just did this in their spare time as a fun little thank you for staying with the game for so long.
Humankind does Region expansion 100% better though, this map made me realize.
