You can capture Strategic and Luxury resources by building extractors on them, when you have researched the science for them. You just have to have a city in the zone to be able to do this.
As for City Centers, I once built a city right on one (already had the tech) and I was getting the resource right away. I also tested building the city first and getting the tech after, and I started to harvest the resource once the tech was discoverd (both strategic and luxury).

Nope, you definitely need the tech.
Only if you need the FIDS. In specific situations it can be advantageous to plop your city center on a specific resource if that resource is the only reason to take that territory. It will let you bypass the production costs to establish that mining outpost so long as you have the tech researched.
WIth Setseke Ho! you can jump settle your pack beetle around the region to immediately build an extractor and then resettle in an optimal position. As long as you don't settle your sesteke in a different region, the extractor's "ghost" will remain and wait for resettling.
