Not so stupid. Better than letting a city's industry go to waste with an empty build queue.
Stockpile some stockpiles to get your next city up and running faster.

i don't get how to stock some food without using any you know ;D
I figure your turning your factories into temporary hydro farms or slaughter houses. Dry or can the goods to ship somewhere else.
It's just the prod to dust/research/food conversion mechanic with the added ability to transfer to other cities.
just like in endless space where you do the same 'industry -> food, science, dust'
