Cliffs, Cities, and Possible Siege Issues
I noticed something, it seems you can siege a city from across a cliff but not actually attack. This allows a unit to lay siege and then when the garrison forms it would be unable to attack unless you had districts snaking around so you can get to it.

Normally you can since you move around within the besieged city to get to the enemy, but since the sieging unit is up a hill you can't attack it (and since the city is sieged you're limited to moving inside the city so you can not get to the enemy). Considering how the topography is very varied, this situation comes up often enough even if you watch out for it.

<<As a side note, you can also make a city none contigeous by building on a different level without being connected as the 'army walks'. This amplified the previous problem as now whole sections of a city can be unreachable during a siege. Was wondering if anyone else noticed this, or is this intentional? It can be very fustrating to see a city get sieged by 1 roaming unit and the garrison of 8 top notch units can do nothing.

Had this happen to me a while ago, but it was placed in a way that took my Garrison six turns to reach the seiging army. Hopefully it's just a little thing that'll be ironed out eventually!

Hopefully, being Alpha I expect things like this to crop up. However, it probably should be addressed or brought up to the attention of the devs if not known. The issue has a bad habit of cropping up on you by susprise (especially the first one where a siege can be launched from across the cliff, without being able to attack back), and can be easily exploited by both the player and even the AI.

Just today, I had a map which the entire first region (not just the starting location) I spawned in to cause my city to start with or have this vulnerability by the second borough at most. This is on average topography standard map generation.

I also just ran into this issue ... broke the game very early for me, since I was unable to attack the sieging unit with my armies.

Maybe it should be possible to break a siege on any city border, forcing the sieging army to respond.

The latest patch does allow you to move your units to other districts within your city even if they are on different levels, so the discontinous city issue was resolved. However, the initial and larger issue remains.

That is a unit can siege from a different level of terrain but not be able to attack. This results in a city getting besieged but an army inside said sieged city can't attack to break the seige. This happened to me twice in my last 3 games.

The easiet solution would probably be limiting sieging to the same rules that are applied to attacking. This way a unit could only siege if it is in an attack line, which means an army inside the city would be able to counter attack.
