Increasing Army Size?

I was wondering how to increase my army size beyond four units. I have a quest which requires that I have four ranged units, my hero, and two minor faction units raid a ruins area. I can only hold four units, yet I cannot figure out how to make it so I can have two more in it.

In Endless Space there's a tech that allows you to increase fleet size. I'm assuming there's a similar tech here

A tech in Era II if i remember - with an army of 6 + hero, u can easily roam your frontiers by mid game.
