How do i place guardians?

I seem to have all the resources and the game asks me "where do you want to place your guardian" or something along those lines but its not letting me. everytime i click a tile it just exits out of the selection.

If I remember correctly, it has to be inside your city territory, have you tried to build it there? I'm not 100% sure though since I don't build guardians often.

yea its not even looking like its giving me a tile to build it on. its weird. is it because im useing cheats in single player? ive tried clicking on every tile in my territory and it just wont let me place it. i 100% have all the resources

Cheats or Mods? Maybe they're conflicting with the guardians, I honestly can't help you more than that.

You have to place a Guardian on an unoccupied tile that is outside, but directly adjacent to, an existing city tile. Anywhere you could place a new Borough, you can construct a Guardian.

Because of this, it is possible to construct a city that has no valid tiles on which to construct the Guardian. Though that should be an uncommon occurance.
