<capitol> <dust> -10d [<city improvement><tile improvement> BROWSE]
Click on the BROWSE, and it opens the City Management screen.
The City Management screen consists of:
[Improvements List] [Expansions List]
From here, you can see the upkeep cost (in dust per turn) for each built thing.
You can click on an improvement and click Destroy to unbuild it, if you want to save the upkeep.
N.B. this is also how you destroy your own Era tower (Watchtower, Lookout Tower, Remotuscope Factory) to free up a foundation for a pearl tower. (Known UI incompleteness: there is no way to tell which tower icon corresponds to which foundation, so you'll have to save/restore and try them one at a time. This Is Not Savescumming, it's a workaround to a UI flaw :)
