Assign units to a village?

I have a pacification quest that asks me to "Assign two units permanently to the Hurnas village."

I've tried transfering from army to village, no go.
I've tried separating out marines and then having them parley individually, no go.
I've tried having the army with the units parley, no go.
Walking onto the village doesn't work.
I've had my army sitting next to the village for five turns, and they've killed two spawns, no go.
Nothing in zone to kill marked with yellow quest cups either.

By parleying with an army composed of two units, I've successfully advanced this quest.

And *facepalm*. Thanks for the help. I should've removed the hero and tried.
