Settler In Queue Sucks up all food production...why?
Whenever I build a settler, my net food production for the city goes to zero. Reducing total city food production by moving citizens to other production doesnt seem to change number of turns to produce settler. Is this a bug? What is up??

Most 4X games this is a staple. I guess you can relate it as all excess food production goes into preparing supplies for a new citiy, whereas those supplies would be going to expanding the population.

Exactly. To expedite the settler's production, feel free to redistribute your citizens into production instead (so as not to waste them on useless food production).

But minimizing food production in the city doesnt seem to make any difference in settler production. Seems like its best to remove all citizens from food production when producing settler.

Its a balancing mechanic for the early game. Its to balance building high vs building broad. You have to decide in the early game if you want to halt the development of your settlement to get a new city, or if you want to focus on building your settlement.
