If you want to play vanilla game with bug-fixes, only, install ELCP and make use of this Steam workshop mod called ELCP Vanilla Balance:

ELCP Vanilla Balance:
Keep in mind, AI is improved, when choosing to activate ELCP (same in connection with workshop mod ELCP Vanilla Balance).
When writing my previous comment I realized you'd respond exactly like this (for reason). So I'm sorry to not beeing that helpful, as long as I make use of ELCP, only (for reason).
For to "appear" a little more constructive, I think quoting the latest patch description could be of use for you - at least until someone else will answer your question.

To answer your quoted question: I won't uninstall ELCP for to check it out ingame and to waste my time, no offense and big sorry.
So "no".
Sure, the quests, especially. But I still can't tell you, if it's 100% fine, now.
In your case I'd bother about the word "most" in this context.
I'd have to guess to answer this case (you know, I still did write about the reason for above - I'm not really qualified to answer):
"Yes, partly?"
As I wrote, (perhaps) "someone else" will be able to answer your question.
As long as you can read in quoted official Patch notes about the fixes from about 6 months ago (2 months past release of Monstrous Tales), you should be able to compare them with the (most) important points of criticism in the negative reviews you refer to - and - in conclusion - know about, if it got adressed and fixed, yet. At least if you rely on the official patch notes by Amplitude I refer to.
By interest, could you write down here what exactly is not fixed in case of DLC "Monstrous Tales", yet? Could be useful for ops decision making process, if to buy or not to buy the DLC.
I kinda hate mods honestly, most do actually add value to a game and only makes it more easy/silly. But passing up on ELCP is silly IMO. It solves a lot of bugs.
