Entire build queue shows infinity symbol for time remaining!?!?
The turn after leaving winter I noticed that all of the items in my capital city now show an infinity symbol for the time remaining. This includes 2 military units and a winter burrough. I understand why the winter burrough is on hold, but what about my units? The city is producing a net of 114 Industry. Does anybody have an idea of what may be causing this? I have a theory that an enemy spy used an Infiltration action to stop my production but the UI shows no indication of this.

Perhaps your city garrison has reached maximum number of military units? Create a new army of these garrisoned units, what should fix your problem.

It's also the case that if you switched minor faction representation in your empire, any minor faction units of unavailable minor factions can never be complete until you pick that minor faction back up.

Ah! Thanks. I believe it is because my garrison is full. I'll check later on today to verify. I wish the game UI indicated this when I hovered over the unit I am constructing for this issue or the minor faction issue. Actually later today I will also try hovering my cursor over the infinity symbol to see if it already does have feedback :). Thanks again

This is one of the mild newbie-gotchas in the EL UI. Yes, there are some non-obvious conditions that cause your top queue item to become unbuildable (which is adorably shown as ∞). No, the EL UI doesn't explain them to you when you hover over them. So it's just one of the game-skill things that you must memorize. Here are some of the conditions:

1. queue item is a unit, but your city garrison is full
2. queue item is a minor faction unit, but you no longer have that faction assimilated
3. queue item requires strategics, and you no longer have enough
3.a) ... in your empire treasury
3.b) ... or you city is under siege, and the fence blocks your city from your treasury and extractors

Amusing: If your extractor is inside the fence, then you do get its resource.

4. top queue item is a Borough Streets, but your population just fell off the pace
4.a) ... because you built a Settler for -1 pop
4.b) ... because your city starved -1 pop
4.c) ... because an enemy spy dinged you for -1 or -2 pop

5. queue item is a Winter Borough, but it's summer
6. queue item is a Tempest ship in your sea hex, but it's winter with ice shelf in that hex

There might be others. Basically, any queue item with a build condition will do this to you whenever its build condition is false.

Thanks for the excellent summary Gilmoy. My situation was #1 and #5. Can you please clarify #3? I thought that strategics are deducted upon adding an item to the construction queue, so why would the item construction be paused if you are short of the resource.
