The DLCs are on sale quite often so no need to rush to get them.
You will enjoy the base, though. Start with the more conventional factions to learn the ropes, then try out the very different factions like the one that can build only one city, or the one that can turn dead menu units into their units.
Because if we compare with Age of Wonders 3, I think the DLCs while adding new interesting features do not affect the campaign of the base game at all, the new features are only implemented in the DLC campaigns.
