But for instance, I can make a circle which will only require 10 pop and get the full 2x2 bonus. At pillar level 5 we're talking about 288 flat per pillar + bonuses from heroes,city, luxury and govern plan.
The result is just insane obviously. Then I can keep making additional circles for each 10 pop.
The only down side is, it requires a lot landscape and has a hapiness hit.
Meaning it's more for mid game, since it can be countered with buildings, hero and luxury resources, also anomalies won't be as necessary and pillars would be strong at this point.
Anyways, just curious about the tool used to make city layouts. Want to try some here.

This was one of my first ideas...
Problem is, the double circle cost 34 pop! That's a lot! That without accounting the extra wings, otherwise 44!
Also it only works for a single pillar, very inefficient. I've made a more optimal version of these circles for 30 pop with 3 pillars locations. Further I also came with a different version superior than these circles layout sketch altogehter.
Thing is, I want to keep messing with formations and see what I can come up with. It's a lot easier to do with a software. Also I need something that allow me to write, so I can keep notes such as, hapiness hit and pop needed, relevant info.
So, I'm looking for a hex grid generator that allow me to edit/paint the grids and also allow me to write stuff.
