Hero XP
Recently I have started a new game with a mezari hero which was kept assigned for an army. Later I bought other heros assigned for cities. The first hero I have bought was a necrophages. I'm at turn 311. My main hero is at level 10. My necrophages hero at level 12???? On the screen I can see on the screen my original hero has 14xp per turn. The necrophages hero has 8xp per turn. How come then? I have checked my other heroes as well that I bought muccchhhhh later in the game to assign them for other cities. For instance I have a cultist hero which is at level 10 (which was bought like...at turn 100) with the same 8xp per turn?????? How??? How??? I have searched for many ruins and fought against many army with my mezari hero. Still my city heroed is far ahead in xp level than my army hero? Am I missing something????
Previously I have noticed the same when I played with drakken. My city heroes gain xp much quicker than my army hero no matter what. Any explanation?

The amount of EXP per turn isn't the problem here. Each time you fight an army, your general will gain additionnal EXP. On the other side, each time you finish a building, your governor will also gain EXP. Unless you fight every turn, a governor will always end up being the highest level hero you have especially if they are stationned in an industrial city.

XP per turn is only a small part of the heroe's exp gain. Army leaders get XP from combat, administrators get XP from completing constructions. Depending on how peaceful your game was, and how much production the cities have, administrators can easily get ahead.

As others explained your Hero Governer gets XP from completing constructions in the city.

That said you can exploit this a bit.
Usually around turn 200 I will have a few Heroes at level 30+
Depending on your economy you could have a level 40 one.

Redsang gives 100% extra XP (Then you have a one per empire building that doubles it)
There is an Adamantite item that gives 25/50/75% extra.

If you have enough Dust, you can place a newly bought Hero in that city.
Equip the extra XP item (You can replace it for Defense after for no extra cost)
Build or Buy some units, (1600 Industry Stock Piles are cheap)
Sell the units that you bought, the next turn and buy them again.
In a few turns your new Hero will be level 20+

There is also "Eslek Tarosh" from the Market that you can turn into a one man army.
With his Chain Lightning and Disease he can one shot 8 units in one blow.
All that XP will go to him making him even stronger.

"Samhane Haligtide" a Broken Lords Hero you can get randomly from a Ruin Quest.
That can also be turned into a one man army if you have Eye of the Farthinker.

Wayra Sigo from the Wild Walkers levels himself in a city.
The more levels he gains, the more Industry he gives,
the more Industry he gives the more levels he gets !

It's really a blast to have a level 50 Hero walking around, Rambo'ing the AI
