That said you can exploit this a bit.
Usually around turn 200 I will have a few Heroes at level 30+
Depending on your economy you could have a level 40 one.
Redsang gives 100% extra XP (Then you have a one per empire building that doubles it)
There is an Adamantite item that gives 25/50/75% extra.
If you have enough Dust, you can place a newly bought Hero in that city.
Equip the extra XP item (You can replace it for Defense after for no extra cost)
Build or Buy some units, (1600 Industry Stock Piles are cheap)
Sell the units that you bought, the next turn and buy them again.
In a few turns your new Hero will be level 20+
There is also "Eslek Tarosh" from the Market that you can turn into a one man army.
With his Chain Lightning and Disease he can one shot 8 units in one blow.
All that XP will go to him making him even stronger.
"Samhane Haligtide" a Broken Lords Hero you can get randomly from a Ruin Quest.
That can also be turned into a one man army if you have Eye of the Farthinker.
Wayra Sigo from the Wild Walkers levels himself in a city.
The more levels he gains, the more Industry he gives,
the more Industry he gives the more levels he gets !
It's really a blast to have a level 50 Hero walking around, Rambo'ing the AI
