Report a translation problem
1. Mykara cities all teleport their FIDS to your (single) capital city. Hover over your capital city's FIDS, and each component will show an entry such as
+36 (Food from) Overgrown Cities
where +36 is the sum of all of your Overgrown Cities' Food production. So it's correct that each Overgrown City, looking only at itself, generates 0 in everything.
2. "some 14 turns" is imprecise. To raze an Overgrown City, you need exactly two timers to have expired, and they're both explicitly stated on the city banners.
2.1) The first time you capture a city from a new enemy faction X, you have a 6-turn Symbiosis cooldown for that faction. After that, you get the Symbiosis bonus for having absorbed that faction. (I guess if you're in a game with 2+ of the same faction, like 4 Necrophages AIs, then you pay this cooldown only for the first one, and get the Necrophages Symbiosis bonus only once, and for all subsequent AIs of identical factions, you just skip this entire step.)
2.2) You need 100% ownership over the city itself. Ownership of a newly-captured city starts at 0%, and grows by 8% per turn (on Normal speed), so it takes exactly 13 turns to reach 100%. A Roving Clans governor with Feet on the Street 2 can boost this rate by +150% = 20% per turn, so he'd need only 5 turns to get it to 100%.
Anyways, you can see for yourself when these timers run out. You either have Symbiosis for a faction, or not (and if not, it tells you the remaining cooldown); and on each city's banner, you see your ownership% in the upper-right corner. When that % disappears, that means you're at 100%, and then the Raze City option is enabled.
