Thinking about buying
This game was on my wishlist awhile ago, and then I took it off for some reason, saw it was free for a weekend and I've played through the tutorial and now my interest has been piqued again.

I'm thinking about buying but I also saw there were some factions that are unavailable unless you buy them as DLC, is there a version of the game that comes with all of the DLC factions pre-installed instead of buying the DLCs separately afterward? I saw the "emperor edition" but don't know what is in it.

Tried looking through the 12 ish things they had available in the store as extra content and only found some extra soundtracks / enemy types and some other things not related to the actual extra factions. Anybody able to tell me what I'm looking for?

Yes, you can choose to do so in game lobby - Steam friends, only.

Edit:

1) For what you aim for, I'd recommend to buy the "Endless Legend™ Collection". Your friends can buy Endless Legend vanilla and join a multiplayer game hosted from your side enjoying all the DLC content you did purchase.

2) You should check out the Endless Legend Community Patch (ELCP) -> https://www.games2gether.com/amplitude-studios/endless-legend/forums/15-modding/threads/30618-endless-legend-community-patch
Bought the collection. Hopefully it was worth

Second question: Are you able to queue with friends from steam, or is it only solo play / public multiplayer?

You can buy the game, then find someone to host that got all the DLC to share it. Yes, I believe there is a party system to play with friends.

There isn't a version of the game that have it preinstalled. I don't think a game of the year edition ever was released since I gotten it.

If you want all that DLC, just buy the DLC bundled with the game ( Endless Legend™ Collection), NOT the one that include endless space or endless space 2.

Although I don't know for sure, but they might released another DLC as symbiosis came after so many years.

What's the difference between the starter edition and the collection?

You can see when you check these out in shop? 10 or 5 DLCs in short.

I would recommend buying the game and whatver DLC interests you. The crew did an amazing job with EL. In most games like Total War and Civ the different factions are all pretty much the same except different unit colors and names but in Endless Legends, the different races have a wayy different feel...Necrophages are nothing like Vaulters are nothing like Cultists etc. Each nation plays differently. I cant wait for Humankind!

If you're enjoying / have enjoyed the free weekend, buy the base game now. You'll have plenty to have fun with until winter, when Steam usually offers big sales. If, at that time, you still like the game and want more, go for the Collection Edition bundle to grab all of the DLC. It's gonna be like having a brand new game altogether.

I was lucky enough to buy the Collection Edition for around €10 when Tempest came out. It was a steal, considering it entertained me for 136 hours. Recently I bought the same boundle again (of course, I only paid for the missing DLCs, Inferno and Symbiosis, €9,81 with the 10% discount) and enjoyed a 24h run with the new "fungi faction" (Mykara). So, now, I've spent a total of about €20 for exactly 160 hours of fun. And more will be coming. Totally worth it.

So if I buy the collectors edition, will I get every DLC that comes after that is added to the collection, sort of like a battle pass? Or is it just what has come out since

What has come out since. That's why I had to buy Inferno and Symbiosis, which came out after I had already bought the Collection Edition. But the good news is, should a new DLC be developed, you can re-buy the same bundle and only pay for that new content, with the typical 10% discount from the bundle but without paying for all the items you already have. That's what I did.

Everything that is out now, you will get it. Anything after is required to be purchase.

Understandable

EDIT: Is there any new content coming soon, that the devs have let on about? When's the next thing?

I wouldn't expect any new content (apart from mods in workshop). The latest 2 DLCs were developed by NGD studios in cooperation with Amplitude. NGD studios did move on to create DLCs for Endless Space 2 these days. So from my point of view, no, no more official content for Endless Legend to be expected.
