Report a translation problem
I only played about 10 hours of it in 2014, just started playing it again but didn't notice any of the winter damage on my troops except in the last game I played. The only settings I've changed is map sizes and number of AI. I was playing as the bug race if tht matters. Are they weak to cold?

Good luck to find more engaged devs dealing with complex strategy games than Amplitude.
I can't leave my territories in winter or I lose the game. No biggie, who wants to enjoy winning in games anyway.
There are ways to counter that bug (I posted some links for heroes to keep their skills dealing with winter penalties active, i.e.).
So - in my case - it was never gamebreaking. You can choose to have units in your army, that are not affected by these kind of wintereffects. You can choose to build healing watch towers in your territories (so found a new city close to the enemy you want to attack to be the owner of that region). Choose to start attack, if winter ends, etc. (!!!).
Anyway, you are right, it's a bug. In my case I won games regularly before winters get longer.
