Report a translation problem
I wonder if the reason may be because those two DLCs are now part of the base game? (if installed recently). I'm saying that because I just installed the game for the first time last night and I see that I do have MOD support in game, which is part of the Forges of Creation update, which I haven't been able to download separately... So maybe the other free DLC is the same? Would really like if someone could confirm that.

I just tried verifying the game files as well--no changes. I still cannot download/install either the Forgotten Love or Art Book add-ons. The download links simply launch the game and the game simply jumps (in the case of the forgotten love add-on) back to Steam. Very much a Do Loop without any breakout conditions--so to speak.
Library --> Endless Legend --> Right click for properties --> Select DLC tab --> Toggle the check box for the Artbook (or any other DLC/add-on that is stuck in the download/start the program cycle--I had issues with both the Forgotten Love and the Art book)
Steam will then "see" the individual package and begin a download without going to the respective product store page (where the steamID blocks the download and instead launches the program).
When the download completes the respective package will be installed--without having to fully uninstall and reinstall the whole program and/or steam itself.
^ Planetbrain, I tried enabling 32bit content for 64bit users in betas, but still having the same problem.
It still launches the game instead of downloading anything when I try to get either the Forgotten Love or Forges of Creation Update DLC... This is maddening! :(

EDIT: wow, planetbrain, it worked, after all! It didn't immediately do anything, but I forgot to change it back and when I checked again, both DLCs I had been trying to download were installed! Thank you! :)
Indeed. My "issue" seemes to have differed from some, in that I could see some DLC as being in my library but would not install and some not listing as owned but were already installed. In my case everything, installed/owned, or otherwise, were listing under the DLC tab of the game's properties. As such, since the store page(steam) would loop with starting the program itself, the toggle box in the DLC tab was able to kick off the download in my case.
Library --> Endless Legend --> Right click for properties --> Select DLC tab --> ALL the check box (or any other DLC) then reenable after its downloaded
As per above, should show up under "Add-Ons" in the Content menu (from the main menu.)
