But how did you get the Who are the Jotus? quest without being able to parley?
In all of my non-Cultist games, I research Language Square 1st before anything else, even before Mill Factory. Then as early as turn 3, my starting hero can parley every village in sight for their quests.
I need the quests to win the Era I Visionary Leader race by turn 15 or so, or Endless AIs will win it by turn 20. Pacify 8 you can win. Destroy 10 you will never win.
