2. Yes, AIs value techs highly, and resources lowly. Expect to trade 1-2 of your medium techs for 2-4 of the AI's techs, and have the AI throw in about 10 palladian to bring the bar down to just-barely-green. It is usually better to overshoot and scoop up the AI's cheap resources, than to undershoot and pay through the nose with your resources.
The most common way to yank the AI around is to trade them Imperial Coinage, so that they promptly flood the market by selling their surplus resources for cheap.
If Cultist trades for mining techs above its current era, it instantly begins leeching those strategics/luxuries, even though it still cannot see the deposits on the map. That's so strong that it becomes part of the mainline strategy: beat up one foe, truce and trade for its high(er) mining techs.
I once traded Atmos to my ally (Vaulters AI) for almost nothing, just because I wanted her to build one (and fight off the Drakken AI). Hovering the mouse over her Era V tech didn't even bring the bar down from 100% green, so it must have been around 220% green in her favor. But that's what an ally is for :)
