Buying a second Hero?
Is it a good idea to buy a second hero? If yes, should they run around and quest or govern a place?
I have the other parts of the game understand, I am just clueless when it comes to heros.

Getting a governer for every city is a pretty good idea.

Well of course it is. I gradually add several more as the game goes on. Just keep in mind the cost, as they level the wage or maintence cost will increase. You gotta have the economy to support them.

There are many stations you can employ hero's for, General, Admiral, multiple types of governers for cities, spy's, etc.

For the governor role, should I assign them immediately or first send them to battles to level up quickly?

As long as the Hero is garrisoned with troops (not just milita) they will gain xp for each one and a bonus xp burst everytime the city builds something.

every unit or building built in the city, the governor at that city will gain experience.

It's actually faster to level up a hero as a governor if you're building buildings very quickly or just buying them out very fast. You can even destroy your buildings and re-build/buy them out to pump your hero up super fast if you have the dust for it

So I got a governor, but she doesn't seem to do too much, other than 4 extra gold per level. I see higher up her skill tree she has one or two other City bonuses, but otherwise she is not too impressive.
Do governors have another benefit that I do not notice? Or do others have a skill tree more suited for government?

Some heroes are much better city governors than others. How effective they are also depends on the city location & how well they fit with your play-style.

Generally for a governor (as opposed to army leader) you want to level the right-hand side of their skill tree and the right guy in the right place is a total game changer. For example, recruit Wayra Sigo who has Food & Industry boost abilities, put him in a city in a forest region, specialise that city with all the industry buildings and the industry output by end game there will be insane.

All heroes have 4+ total levels of innate (not skill tree) bonus. (A few have 5.) These are randomly split up between army pumps and city pumps. The hero selection screen is like a menu in a restaurant (or the stickers in a car dealership); browse carefully and choose wisely.

Army pumps: These are good-to-necessary for general/admiral heroes. These pumps are in addition to the accessories they can wear.
+ Army Health/Attack/Defense/Initiative/Damage Boost 1/2/3
+ Army Boost 1/2/3
= Army Vision Boost

City pumps: Good to game-breaking-great for governors. These heroes can also equip tomes for mild extra pumps.
+ Food/Industry/Dust/Science Efficiency/Influence 1/2/3 = +1/2/3 of that FIDS per pop
+ Food/Industry/Dust/Science/Influence Boost 1/2/3 = +2/4/6 of that FIDS per hero's level (or +1/2/3 for Influence)
+ Expansion Support (reduces disapproval?)

Some heroes have 2 levels army + 2 levels city, which makes them kind of blah at both. More focused heroes have all 4 levels on one side or the other. For a good governor, look for one that gives all 4 levels in city pumps, e.g. Food Boost 2 + Industry Boost 2.

+ Boost is better at low levels / small city populations, because it can totally outweigh the pop.
+ Efficiency is great iff you're already putting most/all of your population into that FIDS area; otherwise it's not helping you.
+ Some heroes actually have both, e.g. the Broken Lords hero with Dust Boost 2 + Dust Efficiency 2. Put that guy on your all-pop-in-dust city and he's happy, and so are you.

For all heroes, their skill trees eventually dominate over their built-in skills. Still, choose them wisely to get instant benefit, and then level them up to get glorious benefit.
