There are many stations you can employ hero's for, General, Admiral, multiple types of governers for cities, spy's, etc.
Do governors have another benefit that I do not notice? Or do others have a skill tree more suited for government?
Generally for a governor (as opposed to army leader) you want to level the right-hand side of their skill tree and the right guy in the right place is a total game changer. For example, recruit Wayra Sigo who has Food & Industry boost abilities, put him in a city in a forest region, specialise that city with all the industry buildings and the industry output by end game there will be insane.
Army pumps: These are good-to-necessary for general/admiral heroes. These pumps are in addition to the accessories they can wear.
+ Army Health/Attack/Defense/Initiative/Damage Boost 1/2/3
+ Army Boost 1/2/3
= Army Vision Boost
City pumps: Good to game-breaking-great for governors. These heroes can also equip tomes for mild extra pumps.
+ Food/Industry/Dust/Science Efficiency/Influence 1/2/3 = +1/2/3 of that FIDS per pop
+ Food/Industry/Dust/Science/Influence Boost 1/2/3 = +2/4/6 of that FIDS per hero's level (or +1/2/3 for Influence)
+ Expansion Support (reduces disapproval?)
Some heroes have 2 levels army + 2 levels city, which makes them kind of blah at both. More focused heroes have all 4 levels on one side or the other. For a good governor, look for one that gives all 4 levels in city pumps, e.g. Food Boost 2 + Industry Boost 2.
+ Boost is better at low levels / small city populations, because it can totally outweigh the pop.
+ Efficiency is great iff you're already putting most/all of your population into that FIDS area; otherwise it's not helping you.
+ Some heroes actually have both, e.g. the Broken Lords hero with Dust Boost 2 + Dust Efficiency 2. Put that guy on your all-pop-in-dust city and he's happy, and so are you.
For all heroes, their skill trees eventually dominate over their built-in skills. Still, choose them wisely to get instant benefit, and then level them up to get glorious benefit.
