No, even if you delete all of the DLC and Main Game, you can't buy the Anthology. I tested :/

I did something similar before, few years ago, and it worked
But as I said, they dont deserve our money. Check with a friend if they can send you as gift (probably no, but you can try, just to try everything you can)
I have asked 2K why they are punishing their exiting customers, why the game is advertised with excluding current customers.
They said they could not do anything about Bundles. So this is as it is.
So if you have the base game, you can buy Platiunum edition which is half of the DLCs almost on the same price as new customers receive the whole Civ VI game with all the current DLCs.
