Multiplayer lobby error (Staging room)

Hello,

I have a serious problem with staging room (the lobby after settings apply or joining a game).

I met this problem on every step: local game, hotseats and internet.
When I am a host i have such error as below:

For joining internet game: https://imgur.com/Ge7KOLR - yes i can joined a game but can`t pick anything....

So the problem is that I am not able to:
1. add player/computer
2. choose civilization
3. choose difficulty
4. choose teams
5. and all other things

I can start the game but I am the only civs.....
I have no problems with main lobby - https://imgur.com/CEmy1En - I can check the other games and joined them......

I have checked and a long time ago (in 2018) I have played hot seats game (with mods!) and other online. And there was no problem.

I have also CIV VI for epic - so I have installed it and everthings work fine..... But I want to play on steam becouse I have all DLCs here and mods.

I have reinstalled the game, unsubscribe all mods, verified files (no errors - https://imgur.com/zlacdRO ), checked firewall (windows defender), antivirus (event turned it off) ....

I also tried other approach to the problem described here:
