Game will not start, stuck on "Running"

I was just playing Civ only a few days ago and it worked completely fine. However now whenever I try to launch the game, Steam says it's "running" but nothing happens. I tried running as an Admin, updating graphics card, and uninstalling but nothing seems to fix the issue. Anyone out there experiencing a similar issue?

Already tried the usual like verifying game files, delete steam cache etc.?
