And make sure you don't load a configuration, since that also loads the DLC and mods that were active when you saved it.
The main menu doesn't change, it's not a new expansion. And the New Frontier is a bundle, so doesn't show either. Just the contents should show.
Verify games and reboot your computer to make sure Steam is actually really shut down and restarted.
Last option is to reset your game options, but that resets a whole bunch of other settings as well, so I regard that as a last resort.
Unfortunately none of these worked.
I think the issue is on the steam side. When I check the DLCs (right click on the game/properties/dlc) I can see they are all owned and all the boxes are ticked.
However I notice that the ones I had previously (like gathering storm or rise & fall) have a size next to them but all the new ones haven't. For some reason all the new DLCs are not downloading.
I have tried:
- unticking and reticking boxes to trigger a download
- restarting steam
- restarting PC
- uninstalling game and re installing it
- clearing download cache
- changing download region
nothing seems to work.
any other ideas to trigger download?

After log out and reinstall it appear again. You could do that again.
