Grassland plus hill is required to build it. Yes that is a tile. Grassland with hills is a tile just like plains with a hill on it is a tile just like grassland without a hill is a tile. etc... Later you could find a resource like iron on it also. A coastal water tile could have a reef on it or a resource on it or both and so on. And yes it is possible to get a map without a place to put down what you want in the starting area.

I believe that was the case. There was woods on it. After researching "Mining" more tile became available.
But...
What about "Marble". I had a tile with Hills and Marble on it. It says that Marble can be improved by "Quarry". I researched it but still can't build Oracle there.
Marble is a luxury resource. You cannot build districts or wonders overtop of luxury or revealed strategic resources.
