Why can't I build Oracle there? (tile unavailable to me)
Oracle must be built on hills but when I click to start building it and the game highlights all the tiles with hills on them it doesn't show me all available tiles. What gives? The tile where I want to build it belongs to my city, there's nothing on it (no resources or improvements), it's close to the city center, it's plains, grassland etc. but still I can't do it. Can anybody tell me why not? Is there some rule I'm not familiar with? Is it a bug?

Could you provide a screenshot? It would go a long way to telling you what's wrong.

Remember If there are woods or rainforest and you haven't discovered the techs to remove them you cannot build in a hex.

You have to make the screenshot public (upload it to your profile), then open up the shared screenshot in your profile and copy-paste the steam id number here.

Make sure it's with the city boundary not merely three or fewer hexes away.

"it's close to the city center, it's plains, grassland" ... is it plains or grassland or is it a hill (plains hill / grassland hill? Plains + Grassland at the same time is impossible, since these are different things.

It is showing you all available tiles for it. The highlighted grassland hill tiles you can build it.
Grassland plus hill is required to build it. Yes that is a tile. Grassland with hills is a tile just like plains with a hill on it is a tile just like grassland without a hill is a tile. etc... Later you could find a resource like iron on it also. A coastal water tile could have a reef on it or a resource on it or both and so on. And yes it is possible to get a map without a place to put down what you want in the starting area.

I believe that was the case. There was woods on it. After researching "Mining" more tile became available.

But...

What about "Marble". I had a tile with Hills and Marble on it. It says that Marble can be improved by "Quarry". I researched it but still can't build Oracle there.

Marble is a luxury resource. You cannot build districts or wonders overtop of luxury or revealed strategic resources.
