BUG:n Can't build a monument

When I try to play a new game it will not allow me to build a monument in the city center. Also I have noticed that the first civic Code of Laws doesn't take 16 turns it only takes like 6 tunrs to add God King and Discipline. Is there a way to fix this without having to uninstall and reinstall Civ 6. Please advise on how to fix this issue or when it will be fixed by Firaxis or Steam. Thank you.
