Report a translation problem
It's a bug with the 'Industry Culture' golden age policy card. No fix for it except to reload an earlier save where you didn't have the bug. See here [forums.civfanatics.com] for discussion on the civfanatics forum.
Even if you know about it and don't use the policy card the ai might and they will be stuck forever trying to build a district. There is a mod linked below that removes the card entirely that seems to be the only way to avoid the bug while playing with dramatic ages.
